This paper aims to how tomb site of Cho’e Si-hyeong can be changed into more viable and meaningful public place. In doing this, I would examine some instances of developments of some public spaces in Korea and abroad. In the section 2, I take a look at current situation and surroundings of Cho’e Si-hyeong and his family’s tomb site. In the section 3, I show relevant narratives including that Lee Jong-hun brought Cho’e’s body to this place and other story in the Jeongeoron village in Yeoju. In the section 4, I present four suggestions for the viable development of tomb of Cho’e Si-hyeong: Firstly, there should be memorial buildings for him and his family with proper ritual practices. Secondly, his or Donghak’s philosophy should be considered in creating these buildings and spaces. Thirdly, building narrative relations among meaningful places in Yeoju city and nearby such as places relevant to Donghak, cheondogyo, and independent movements is necessary. It would enhance public significance in the mutual way. Finally, natural sceneries of Yeoju and natural philosophy of Cho’s Si-hyeong should be juxtaposed and cross-fertilized
